I took it as Jimmy blatantly saying that the Pentagon knows about defense contractors "procuring" (buying? Abducting? ) "young boys and girls for sex parties" and Jimmy asserting in not so many words that nothing is done about this trafficking.  Trafficking in, presumably, underage boys and girls.
