Like I said before, I'm not defending the current system, but like pre ww2, the tax rate on all citizens was 96%, but they baked in a bunch of loop holes to get the effective tax rate to under 20%. A system like that is the best. It seems corrupt, but it is designed to be like that. When I was a wildlands firefighter we literally had a training on what to do if we're hurt cause we didn't have healthcare. Pay 10$/month for 5 years, then call and get it forgiven.
