The tests are racially biased.

I think what you mean here is that they're culturally biased. A person's color doesn't affect their test scores, but the cultural conditioning of their upbringing sure could.

english is english, math is math, science is science, etc...

Here's a real-world example of how cultural bias can affect test scores. One widely administered test I know of had a question regarding the meaning of the word "priceless".

Students from affluent families (regardless of their color) correctly thought the word means something with such high value a price can't be put on it.

Students from poor families (again regardless of color) thought the word meant something with so little value, that it doesn't warrant even having a price.

From a culture-neutral point of view, both answers are correct, but the test, being wealthy-culturecentric, scores the latter students wrong.

No he actually means that because black people are darker, less light reflects off of their forehead, causing the pages of the test to be less illuminated and harder to read
