33 is often used for smaller jets. He was cleared to land on 33.

Runway 01/19 at DCA is the busiest runway in the United States. This route from Wichita was new, authorized by a law passed just last summer to increase the number of flights to DCA. DCA has always been subject to congressional meddling. Originally only flights under 1250 miles were authorized, then back in the 90s politicians got upset that they weren’t able to fly home from DCA (which is very close to downtown DC, compared to Dulles, which is halfway to West Virginia and BWI which is outside Baltimore). notably it was John McCain who really pushed for these changes, and they started allowing flights to a few west coast cities like phoenix, Las Vegas and LA.
