The United States, which pays 22 percent of the OPCW’s budget, made implicit threats not to pay its dues if José Bustani wasn't removed, according to an OPCW official.  Many people said it is because he was an "obstacle in the path of the Bush administration's war plans" in Iraq.

The UN, which also collects 22 percent of it's budget from the US knows not to cross the US either.  Many now think the UN is just a tool of the US.

Can you imagine the castigation the US would get if the UN said the we were in the business of torture?  Get real, it won't happen.

But ok, I'll admit I can't say that with 100% certainty; just using a bit of common sense here.

There are MANY sources that say it was a failed suicide attempt.  That's certainly one possibility.

So it went from the UN says it happened to arguing the definition of torture to saying they couldn't say it's torture because we would cut off funding because we threatened to cut off funding for a different organization for a completely unrelated reason.:jonespalm:

It went from the UN torture chief concluding "that the US military was at least culpable of cruel and inhumane treatment in keeping Manning locked up alone for 23 hours a day over an 11-month period in conditions that he also found might have constituted torture", with an explanation for why he would have worded it that way.

No, your "source" for your explanation was completely unrelated. A completely unrelated threat 18 years ago is not proof of anything today. If I threaten someone that doesn't mean that threat applies to anyone I may ever meet in the future too.

Here's another reputable source (Human Rights Watch) that believes Manning was tortured:

I would say they provided no evidence to support their claim. I don't personally know whether or not he was tortured and neither do you. Which leads us back to your original claim being unsupported.
