Sounds like it is an abort and the blue you see is oxidation. Go ahead and pick that one .

Well...it's not uncommon for a blue ring to appear where the veil meets the shroom, just before the veil breaks. However if all the other shrooms are at the same stage and don't have the blue ring and are still growing while this one is stagnant then it very well could be an abort. Is the cap getting darker or lighter? Typically the cap will continue to get lighter the older the shroom gets...if it is getting lighter, then it probably isn't aborting. Good Luck!
