Man wasn't created evil. Gen 1:31 And God saw every thing that he had made, and, behold, it was very good.
However after the Fall notice what happened: Ge 6:5 And GOD saw that the wickedness of man was great in the earth, and that every imagination of the thoughts of his heart was only evil continually.
All things are ordained according to Divine will, including the Fall and the Redemption.
Romans 9 answers your ojection on predestination:
18 Therefore hath he mercy on whom he will have mercy, and whom he will he hardeneth.
Here God asserts His sovereign right to have mercy on some and to harden others.
19 Thou wilt say then unto me, Why doth he yet find fault? For who hath resisted his will? 20 Nay but, O man, who art thou that repliest against God? Shall the thing formed say to him that formed it, Why hast thou made me thus?
Here is your objection, if you made me this way then why punish me? Note the answer:

All events in time are the outworkings of the decrees of God. The decrees of God are not affected by events in time, rather events in time are as a result of the decrees.
