Sounds good, as long as we're not giving the Church the responsibility to punish wrong, or wicked lewdness. Cause that's the way it used to work.

why there is reality and patterned, law-like consistency at all, rather than noise or non-reality is not a question physics answers. It's a question physics presupposes an answer to in order to provide other answers.

Most people don't realize that the of "the separation of church and state" began as an effort by the Roman Catholic Church to keep government from interfering with religion. Basically Kings felt the had the divine authority to appoint bishops. It played a large roll leading up to the protestant reformation.

You those verses completely out of context to arrive at a conclusion.  Paul was brought before the Romans judgment seat by the Jews, who made the claim that Paul was breaking the law.  Gallio refused to hear their charges:

Gallio:
The elder brother of Seneca the philosopher, who was tutor and for some time minister of the emperor Nero. He was "deputy," i.e., proconsul, as in Revised Version, of Achaia, under the emperor Claudius, when Paul visited Corinth #Ac 18:12 The word used here by Luke in describing the rank of Gallio shows his accuracy. Achaia was a senatorial province under Claudius, and the governor of such a province was called a "proconsul." He is spoken of by his contemporaries as "sweet Gallio," and is described as a most popular and affectionate man. When the Jews brought Paul before his tribunal on the charge of persuading "men to worship God contrary to the law" #Ac 18:13 he refused to listen to them, and "drave them from the judgment seat" #Ac 18:16

This example doesn't declare any grand principle.
