Then you'd be wrong. But seriously, it's a good idea, and you might try switching to American Spirit (Hippie I know) first because they have less nicotine and other additives, just %100 tobacco leaf.
It's a sound plan, but I'm not sure if the amount of nicotine in the hookah tobacco would even be enough to help wean you off cigarettes.

you can buy shisha with a small amount of nicotine then start cutting it with nicotine free shisha if you dont feel like cutting it all out at once

Will you be smoking tobacco through the hookah? If so, i think you would just become addicted to the hookah rather than the cigarettes, and will still be inhaling the dangerous chemicals. You are probably becoming addicted to nicotine, thats why the cigarettes seem so tempting and why you cant just easily decide not to smoke them. I think one of the most important things about quiting smoking is to think of the benefits you get from quitting. Its easier to work towards the positive outcome of being healthier than to run from the negative outcome of dieing or being crippled by the smoke. Positive outcomes are motivating, negative ones are depressing. Motivation is more important than being worried about dieing or becoming very sick, but of course taking emphysema or lung cancer very seriously is helpful as well.

i switched to american spirits about a year ago and, i've gotten more addicted within time.

Sure, you'll probably be able to replace cig smoking with hookah smoking, but they're gonna be equally as bad when it comes to nicotine addiction and cancer-giving properties. In fact, hookah might be worse for you in the long run because the smoke actually tastes good and it's incredibly easy to inhale massive quantities in a smoke sesh.
I'm actually the opposite of where you're coming from. I love hookah, but I'm thinking of dwindling down my usage of it (or making my bowls half shisha, half ganja). One cig a week is plenty to give that hard-as-hell hitting nicotine buzz, and I'm not downing that much nicotine to make up for it.
