Possibly, but not necessarily.

To experience is to evolve. To learn is simply a part of this.

Viruses experience anti-viral drugs, which allows them to evolve, but seeing as they have no brains they've learned nothing.

Some use wisdom, to gain power.
others may use power, to get their wisdom..

How about, "to unlearn is to evolve. Reversing societal brainwashing is power."

That more like it now, is'nt it?

Different systems and beings can evolve and perhaps even experience without the existance of some sort of mechanism that "learns" anything at all.

Exactly! Its becuase of this assumed notion, or label of a "self" existing entity, that we hallucinate that there is "anything" here or there that learns anything at all.

Weather patterns are of magnificent complexity and are evolving all the time, as a result of the interaction of all of the variables that consist of this weather, but yet there is nothing being "learnt" by these weather patterns.

Is the deep blue sky disturbed by even the darkest of clouds? Causes and conditions can never taint what is implicitly pure since the beginning.

My friend and I were tripping last night on a mountain side looking down on our little valley below. We were discussing evolution. He made the observation that evolution is not headed anywhere. No goal or end point, just continually evolving. Your clouds evolving may be a good example of this.
