I'd say it depends. Generally, almost all of the psychoactive Panaeolus species are very potent. Their potency can vary, though. For example, Cinctulus is not as potent as Cyanescens, Cambodginiensis, Tropicalis, or Bisporus.

In the picture below, there is a measurement of the potency, as you can see, which can really differ.
