Hydroponically speaking, some plants respond better than others, i would suspect salvia would do well.  Hydroponics in its simplest form would be a water culture - simply taking a cutting and putting it in a vessel of water to root.

Advantages - without soil, you automatically cut out soil born disease and pests.  2. You can specifically contol the nutrition the plant receives, which almost always means better nutrition then it would receive in soil alone, allowing for greater growth. 3. Very water efficient, and you don't have fertilizer runoff seeping into streams and water sources. 4. it doesn't need to cost alot at all, it can be done easily on the cheap.

There are certain nutrients that are specific to flower formation, and adding them, especially in a hydoponic setup, would greatly increases chances of flowering.  I suspect this may also solve so many a non-flowering hbwr problem.

So yes, doing a full scale hydropomic setup, nutes, micronutrients, lights an all, i bet we can crack this all to often elusive salvia enigma.

There are many good usenet groups and books, for further research on the matter.
