that quote is talking about a law specific to Massachusetts, and specifically mentions *secretly* recording.  I don't understand how thats relevant to whats going on.

An appeals court ruled that Trump can not deploy the National Guard in Illinois.  The troops have been stashed in the Joliet Armory, an empty warehouse in tiny Elwood, and one or two other places. This issue probably ends up in the SCOTUS eventually.

The President may invoke the Insurrection Act for a little more legal leeway, but lower courts in several states stated there is no real threat to justify bringing in the military.
