No, the US wanted cheap labor from selected European nations when there was a shortage of labor. 

We never wanted poor people or refugees from all over the world.  After 1965,  everything changed for the worse.

policy or constitution regarding immigrants



The history of US immigration policies isn't speculation, it's all recorded information.

I was simply pointing out that its the other way around and the plaque is based
on how we view immigrants



US immigration polices have been very discriminatory in the past based on country of origin.  It had NOTHING to do with people being poor or refugees.

I love how conservatives are all for constitutionalism to a point. As soon as
the constitution is contradictory to their belief, its like "fuck the constitution,
we can change that shit!"
