if its composers took maaaaaaaaaaaaaaaaaaaaaaad psychedelics. Bach, Mozart, Beethoven, any and all classical composers, operating in extremely psychotropic-altered senses and working their ineffable orchestral majick. I surmise that their work would have been 9001x more complex and layered and it would have caused the eventual liquidation of the brain of anybody who heard it, the composers themselves would have probably developed carpal tunnel within 5 years, and the universe itself would probably collapse on itself from the impossible multitude of notes, technicality, majestic progressions and sheer win.
A good buddy of mine (used to be a huge metalhead, is now EXTREMELY into classical, dude knows his shit) and I were discussing a while back that the next logical progression for music at this point is the conjoining of classical and psychedelic influences (both in regards to sound and in its methods of composition). Considering the nature of both I wholeheartedly agree.

I think jazz is kinda what a classical composer on psychedelics would sound like 
I personally have been very interested in integrating the complex counter point and harmonic functions of the baroque/classical eras with the more complex syncopated rhythms of jazz and the extreme temporal and emotional variety of death metal

Meh, the danceable yet boring 1/3 beats of most modern electronic music are almost a step back from the rhythmic variety that dance tracks in the 1700's-1800's contained.

Venetian Snares makes IDM using a lot of orchestral and jazz samples -- not quite what you described in the OP, but still awesome.
I would LOVE to see a true Psychedelic Symphony though.
