I used to do both depending on season but ultimately ended up doing more pc runs due to the solid reliability/consistency. As long as you're confident that your spawn grain is flawless/axenic, sterilized substrates will work like a charm

On the other hand, a perfectly colonized block of pan mycelium can last a couple of months easily, not even molding out when dumped outside

Sometimes, depending on the weather and environment, a couple of mother plates can come in handy... Give them a week before you get the first transfer and from there you'll know. Anything that looks healthy and moving VERY fast. Keep in mind some pan varieties like TTBVI can fluff up like cloud, nothing wrong with it. Get 3 or 4 transfers from the same mother plate. Fast and vigorous is what you want.

How's your agar recipe btw? 0.5% work wonders for mycelium readers
