For instance, certain professions include a duty to report crimes if necessary to stop them from occurring.  Your example is one such duty that certain people have.  Not a general duty, though.  A therapist might have a duty to report child abuse, for instance. 

Still, it's important to remember that for the general public, there is no duty to call the police and report a crime.  There is also no duty to help someone who is in danger.

It's not her duty to protect the minor. She's not that child's guardian, and in some countries 16 years old is the age of consent anyway. Shit, in WA state 16 year olds can legally fuck anyone 16+.

If she picks up the kids or gives him the card WITH THE INTENTION OF HELPING HIM commit the crime, she's guilty of the crime the same way he is.

In SOME STATES, if she picks up the kids or gives him the card WITH THE KNOWLEDGE that he is going to commit the crime, she's guilty the same way he is. 

The difference between those two isn't huge, but it does make a difference depending on the state.

It's a police officer's duty to ensure that laws are being upheld, correct? As far as I am aware, they are an arm of the executive branch.

Job duty, maybe.  Not a legal duty to you though.  In other words, you can't sue the police for not doing their job.  If you are being assraped while a cop watches as he eats a donut, sux2bu.  You can't sue them for that.

The benefits of collective bargaining far outweigh the negatives. You are confused. The fact that fewer and fewer workers participate in collective bargaining, is one of the leading causes of the decline of the American middle class.

I'm not confused.  Collective bargaining has killed education in the U.S.  It's got a stranglehold on the entertainment industry.  Everyone suffers from the evils of collective bargaining.  Only a few benefit.

Collective bargaining has killed education in the US? Now you've got my attention. Care to elaborate?

Almost everyone would benefit from collective bargaining if everyone participated in collective bargaining. If you were a tradesperson you would probably see this issue quite differently, as every skilled laborer I know does.

If you're not a member of a trade union, you can expect to make roughly half the wages. The lost wages for the worker benefit the few. I know you find it noble to preserve the Waltons of the world, but most of us are far more concerned with the employee.

Tell me, what is evil about leveling the playing field between employee and employer? Collective bargaining is the reason Capitalism hasn't crumbled thus far, and if people can't do it through unions, they will do it through government, via the minimum wage.

Collective bargaining in schools has created a system where teachers cannot be fired even for egregious violations.  Incompetent teachers are sent to holding areas where they report for work and read all day because they are too bad to be teaching but too protected to be fired.

This is true all over the country.

It's not just in primary school either. Universities all over the country have similar problems. 

As a result of collective bargaining, teachers benefit at the expense of students.  That's a reality. 

Your argument about trade unions is inapposite.  I'm not anti-union per se.  Trade unions perform a very valuable function, ie. the legitimization of skilled workers and exclusion of the unskilled.  That means something to the general public because it says that a particular worker is considered by his peers to be competent.  If that means he commands a higher salary, so be it. 

Collective bargaining doesn't always level the playing field.  When a bad teacher can't be fired just for being a bad teacher, that field is anything but level.

I am in a minority on the shroomery, as I frequently defend the opposing side when they have a point about something or when my side make believes something about them.  I also attack my side if I think they're wrong.  People here get very confused by that and think it means I prefer the other side.
