I have no problem with the government selling a service as long as they do not prevent private industry from competing. For instance it would make sense if the local governments sold insurance to compensate for theft and property damage. This would provide an incentive for the government to cut it's losses by improving police protection. As it stands now, governmetn have no incentive to improve the protection, as a matter of fact, governments are not even legally expected to provide protection as a recent California Supreme Court's unanimous decision in Zelig v.County of Los Angeles stated, "It is well established that public entities generally are not liable for failing to protect individuals against crime." & "The public entities and their policymaking officers and employees are immune from liability for any failure on their part to provide sufficient police services."

To call humans 'rational beings' does injustice to the term, 'rational.'  Humans are capable of rational thought, but it is not their essence.  Humans are animals, beasts with complex brains.  Humans, more often than not, utilize their cerebrum to rationalize what their primal instincts, their preconceived notions, and their emotional desires have presented as goals - humans are rationalizing beings.
