I think he means that you experience 'reality' in a way that makes it so that you've always felt that way. I think he might be referring to that awesome social freedom you can get and how everything is beautiful/funny - like its supposed to be that way.

..make a plan, only to forget about it and then make a new plan, only to forget about it and make a new plan, only to forget about it and make a new plan, and so on.
Sometimes I remember a previous plan instead, but it's still the same cycle of attempting to do something but never remembering long enough to get it done- getting stuck in a 'just about to do something' cycle.
