But for some reason brothers and sisters usually aren't attracted to each other. This could be biological to prevent inbreeding, maybe its also because your so familiar with each other you don't think of each other in that way.

Incest generally entails a father raping his daughter or brother raping his sister. If it was a consensual act between adults, then I wouldn't have a problem with it, but that is rarely the case.

Rape is already against the law, so there is no need to add in the ban on rape between family members.  If it is consensual, it's OK.
