I've had great success with www.anonymizer.com. They run as a proxy server and you can optionally pay $ if you want full SSH encryption.

For a pay account you get email and no requirement to give them a name/address.

Go to www.multiproxy.org and download version 1.1 of MiltiProxy. It is free (I think they want you to register it actually) and there is an ananimity checker and anonymous proxy lists there.
