Here's a few suggestions from easiest to hardest IMO:

Acid 4.0
Fruity Loops
Cool Edit
Reason
Cubase

It's hard to get into right at first, but perservere! It's so worth learning. I only use Acid 4.0, Fruity Loops and Cool Edit. Reason and Cubase are pretty damn hard i hear. I've also heard Ableton is harder (but better) than all of the above. Good luck man, crank out some tunes!

arent those sample based?
I'm not so interested in making loops/tracks...

...I just want to make noise
with like a synth.

or at least I want to make my own samples
then put them into loops/structure.

how do I do this?

Oh i see. Well, a synthesizer would be nice, but i'm not well informed on using hardware. Cool Edit 2.0 lets you creat and edit samples, and it's awesome. I'm always wanted to make my own samples and use them in my music, what a crazy art form...like the Pros do it.

Cubase is great, it's not sample based, like FL. but both can be used with VST plug-ins.

You need a host (like those listed above) and a VST (check the sticky in the top of this forum), and patience!

You need either some MIDI host or a hardware synth and a wave-recorder like Cubase, CoolEdit/Adobe Audition.
