yes the U.S have put the most money into NATO, but you have to remember that NATO funding is calculated from a percentage of GDP - if you are in a bigger country with a higher GDP you will be paying more, percentage wise smaller countries have paid a higher percent of GDP than the U.S has.

i.e 
25% tax to a multi millionaire isnt going to affect them at all
25% tax to someone on minimum wage is a kick in the balls
