Based on the quote/exert above, I think it is quite clear what the WHO is suggesting.

There is only x amount of vaccine available. It should be spread worldwide as widely as possible, rather than giving the majority to rich Western countries so people there can have as many boosters as they want.

Another classic case of resource inequality between countries fucking things up for the people of the world.

Quite what you and koods are seeing, and how, is beyond me.

Is 70% everyone? No its 7 out of 10 people.

Trees, it is patently obvious that the 10%, the 40% and the 70% are steps toward the goal of getting as close as possible to 100% vaccination rate, with booster.

Like we've been saying, WHO wants everyone, completely, vaccinated and boostered.

Think about it. The WHO has the opinion that being vaccinated and boostered is good so they want it for the whole world population. That is their goal. To reach it most efficiently, they say:  "lets get everybody double jabbed first because we start boosting"  That, too, is pure logic from their point of view.
