Yes fill the tank with 1 inch perlite and 1/4 inch water and mix it around real well, smooth it out and put your cakes in.

Don't even bother with doing that. you can get the perfect amt. by putting your perlite in a strainer and running water over it until it's all wet. Then just fill your terrarium to the desired amt. You might have to add a little water whenever it feels dry though. And put a generous glug glug glug of hydrogen peroxide into the perlite after it's in the terrarium.
