Ive been going out on my bike everyday keeping very fit and what not going by the local park.
For the past 2 days, theres been this older lady walking her dog, in about her 40s but shes sexy as hell, shes looks like vitaly on youtubes mom.
The first time i see her im sitting on a bench catching my breath and getting water and a banana. 
I see her coming past me and she looks and smiles at me and walks on to the next bench, which pretty far, but as shes walking there she stops bends down acting like shes fixing her sandels or what ever knowing i was looking at her. My theory about this is when a man is 18 he is in his sexual prime slowly after that his libido and stamina decrease but the female is used to the 18-28 stamina and libido.  By the time they both get to 35 a mans testosterone has taken a hit and has less sex and less intense sex.  So the 35 year old women who is used to those brutal poundings starts searching for that 18 year old cock.

In reply to OP, just take it casually. If she goes down this path everyday when you do then slowly introduce yourself. I think you need to find a balance in-between aggressive and casual. Try to find a simple thing you have in common with a subtle sexual side to it to open with. To do this I recommend focusing on her to get an idea what she's into, I'd recommend educating yourself about her breed of dog because most people who walk dogs love talking about them. If you are interested in sex remember to keep the conversations slightly sexual without forcing it, maybe talk about dog breeding if it is a topic of interest to her and research the alpha males position in a pack of dogs to talk about that(make sure this is something that interests her before you commit to it!!). Education in a field of a women's interest is sexy and keeping it on the sexual side of things within that field is subconsciously sexy.

Another piece of advice is never, I repeat never be afraid to end a conversation before an awkward silence approaches. You have your training to continue and forcing a conversation is blatantly obvious, but remember that dedication is a very sexy trait. Taking time to talk and knowing when to wrap the conversation up and continue with your routine is crucial to your success. You certainly don't have to be perfect but never let a silence last too long, remember you have a way out(cardio exercise) so use it!! You can even establish your routine with her at some point so she knows when you'll be around. If you ride at some times and she isn't there normally and starts showing up after you've told her then you have clearance to press harder. Always be careful with these things, sometimes we innocently mislead ourselves and sometimes these people enjoy teasing young men because they know they can.

As an older woman I can certainly say that I don't lack attention. Me and my friends get plenty of attention from men. It may be that she just happens to like younger guys. I know I do - but I have a line that I won't cross when it comes to age differences otherwise it just makes me feel creepy.

And, having lived through my 30s and now into my 40s, I can say without a doubt that my sexual prime was NOT during my 30s. And so says most of my 40-something year old girlfriends. Sex is way better now than 10 years ago.

I can't confirm the accuracy of this advice, but assuming Anon #3 knows what they're talking about in reference to "Older women miss the attention they got when they were younger", i'd like to add some additional advice.
When you do compliment her, don't pause after giving her the complement. That makes her interpret the complement as a means to get a reward, in this case a 'thank you'. Instead, deliver the complement in the middle of the sentance and continue on talking so she doesn't have a chance to respond to the complement. What this does is because she hasn't mentally delivered you a reward for complementing her, she feels like she owes you.
I do also suggest somehow getting her to enjoy a few alcoholic beverages with you, but don't get her drunk; and don't you get drunk either: that's what idiots do.
The reasoning behind getting her to drink, is because even though she may not be drunk; in her mind she can justify that she is, so that she'll feel more comfortable sleeping with a stranger, or in this particular case, a stranger who's a little horny boy.
Don't forget to escalate the touch when talking too! Just because she's older, doesn't mean she grew up before the friend zone existed. If you don't escalate the touch, she won't feel comfortable with your touch, and there's no way you can expect a girl to feel comfortable having sex with you if she's not comfortable with your touch.
