My favorite part comes at the end where the police chief urges the reader to narc on anyone even using drugs. I bet they totally eliminated the evil marijuana and LSD scourge infecting their city after this article was published

Drug Users Need Help, Chief Says

Do you know anyone who smokes marijuana, uses LSD, or even maybe one of the harder drugs? If you do, what have you done to help this person? More than likely, you haven't done anything. The large majority of the public doesn't.
If you saw someone lying in the road, where he might be run over, you would help him, and if you couldn't do it yourself, you certainly would contact someone who could.
The person using drugs needs help, almost as badly as the person lying in the road. People don't fail to act when they know that someone is in danger; and a user of drugs is in danger. The public is concerned with drug usage and do want something done, but I think they don't act because of fear of involvement and because of very loose statements made by highly placed individuals, concerning the penalties in regards to persons convicted of drug usage.
For the present, at least, people in Massena should be concerned mainly about marijuana and LSD use. The police department has had reports of these drugs being used, but only one or two rumors of the more dangerous drugs. What I am most concerned with is the public's view in regards to these drugs. I firmly believe that very few people start using heroin without first trying marijuana, and then LSD. The public has been bombarded with loose statements, scare tactics and propaganda, concerning punishment in regards to drug usage. They are led to believe that anyone caught with these drugs will get years in prison. This is not true in New York State, the mere smoking of a marijuana cigarette or taking of a LSD tablet, carries the maximum punishment of one year in jail. This is so remote a possibility that it is hardly worth considering. In most cases the punishment would be probation, a fine, or maybe a few days in jail. Possession of the drugs in large quantities for the purpose of selling them, can bring more severe penalties, and I think that it should, because the person is a pusher.
I have received information of marijuana and LSD use, but in all but one or two cases, the dozens of reports were days after the usage. If we are informed in time, we may be able to prevent your child from becoming involved. Since we have no organization in Massena such as a Narcotics Guidance Council, the most logical one to try and fill the gap is the police department. We will of course try to enforce the laws, but we may also be able to direct you to some other agency for help, depending on what your need is.
If you know of someone using drugs, or of a drug party to be held, please call the police department. If you would rather not give your name, make the call anonymous, but please call. If we aren't informed of a situation, we have very little chance to do anything about it.
