I think that there is simply too large of a volume of information to really watch or track closely. Do you know how many emails, texts, and internet postings there are for small time deals and dealers? There's just too many to track.
To really grab the attention of secret government agencies, you need to be much more significant than a high school kid, or early twenty-something kid who moves small amounts of drugs.
Also, consider how many much more blatant adds on craigslist there are. If you were LEO, would you rather spend countless hours "gathering evidence" by sifting through posts, or just answer a craigslist add and set a deal up a block away from the station. The latter would be much easier.
The reality is this: Although the teenagers at the shroomery sell an ounce of pot, and then like to pretend they are Tony Montana, or pretend that they are gangsat rappers "catching heat" from the man, NOBODY REALLY CARES ABOUT YOU.
