Well yes, especialy when they explode.
But seriously they do tend to make a loud hissing sound. I dont think there is much that can be done about this. Its probably three times as loud a kettel boiling.

If you count steam escaping from the pressure release then...no...lol They are not really loud at all. All it really is is a big boiling pot with a lid that twist on to hold pressure. The lid has a little spout that a weight goes onto to regulate pressure. I recomend getting one so you can start using grains....which are more nutritious for the little guys. Hope this helps.

unless you have a stove in your room, you probably won't be able to use a pressure cooker. unless you can find one that plugs in, if they even exist

oh ok then you're set. like someone else said, the only time they really make a noise is when you release the pressure, which if you let it out slowly doesn't get too loud

It's loud enough that you'd have to turn up your t.v. to drown it out. (in th same room)

It does make a rather distinctive hissing, thankfully it is rather high pitched, so it will not carry well. If you have a good PC and a decent element (burner) you can run it just below the steam release pressure but still get the correct pressure. If you are worried about getting caught, perhaps you should reconsider alltogether, ESPECIALLY IF YOU ARE UNDERAGE AND IN YOUR FAMILY'S HOUSE.
