Stalled spawn? Pan. Cyans

Recently a friend spawned pasteurized horse manure with Panaeolus Cyan. barley spawn. Its been about a week and the grains have fluffed up nice and white but have not even started to penetrate the dung. There are no offensive odors so it doesn't seem contaminated. The spawn ratio was about 1 cup spawn to 8 cups dung. The tray has been in an incubator at around 80F.

Does anyone know why this might have happened and how she might be able to fix it before it does contam?

manure is likely either:
1 too wet
2 not sufficiently pasteurised
3 too fresh, ie too much ammonia, leaching helps here.

Thank you for the replies.

Here are some more details:
The manure was dry and crumbly when collected.
It was pasteurized on a stovetop in a pillowcase submerged in a pot of water for 1.5 hours at around 175F sometimes down to 160 and a couple times it briefly reached 185.
The pillowcase was then tied to a broomhandle and the handle was placed across a sterilite so that it would drip into it. The pillowcase was twisted to squeeze out excess water and was allowed to drip overnight.

Before use it was squeezed once more and it seemed to have the optimal water content based on what has been read.

If anyone has any tips or sees any mistakes that could be avoided in the future, please let me know.

EDIT: Just had a thought, could horse-fed (or otherwise introduced) fungicides be the problem here? Or would the grain spawn have been killed if this was the case? Thanx.
