in general, when is the best time to birth a cake for max potency, or is this not a factor in potency. also, when is the best time to harvest mushrooms for max potency ( assuming that we are not talking about abhorts ).
what factors play important roles in mushroom potency?

if its potancy you are worried about, i would give them alittle less Oxygen because they tend to grow slower that way, making them more potent. I belive the potentcy comes w/ time, not only that, but also the amount of nutrients will play a big role in it too.

potentcy will mainly be decided by your substrate. as long as your cake is 100% colonized, you can birth it. i've noticed some teks say that you can birth before then but thats just asking for trouble and will likely result in contams and wasted time. if your jars are 100%, you may want to consider filling them with distilled water overnight (dunk tek), draining after 12 hours and then leaving the cake (still in the jar) in the light to get it a head start on pinning. after a day or so in the light, birth it into a terrarium and keep light on it as long as you can but keep temps in the mid 70s. as for when to pick them. when the mushroom produces spores, it shifts gears from producing psilobin to spore production. basically shrooms will reach a max psilobin density about the time the veils tear away from the caps. you might as well harvest them about this time so you don't waste nutrients in the cake by supplying the shrooms with pure vegatative growth and spore production energy.
i have noticed that shrooms produced from BRF are noticably less potent than ones grown on rye, birdseed, dung, or straw. so once you get the PF tek down and understand whats involved to grow you might want to consider moving on to doing casings with alternate substrates. i recently innoculated some wheat berries that i picked up at a local health food store and they seem to colonize very fast and will provide potencies on par with rye. they also seem to be easy to get the correct water content with and do not produce the various problems associated with rye and birdseed.
