potency/substrate question

Is potency affected by the AMOUNT of substrate? For example, would shrooms grown off a cake with 1/4 cup of BRF be less potent than shrooms grown off a cake with 1/3 cup of BRF?

Also, would colder weather during the fruiting process adversly affect potency?

I'm just trying to pinpoint why mine are so weak...
