Leaders Hope to Push $388B Spending Bill

WASHINGTON - Lawmakers and White House budget bargainers whittled their differences to a handful, fueling hopes Friday that Congress can speed an overdue $388 billion bill to President Bush (news - web sites) that finances most federal agencies.

The giant measure, which was in position for votes by late Friday, bears extra money for priorities like veterans and the wartorn Darfur region of Sudan, and likely thousands of projects for lawmakers' home districts.

But the legislation was largely defined by Bush's demands for curbs on domestic spending, with only modest increases for favorites like education and cuts for some of the president's own initiatives.

"Everybody took hits," said House Appropriations Committee Chairman Bill Young, R-Fla., a chief author of the measure. "There will be members who aren't totally satisfied, but we we're committed to stay within the budget number."

Young said the bill would have been $20 billion larger had he accommodated all of his colleagues requests for more projects.

Late problems included staunch White House opposition to an effort by some legislators to curb Bush's plan to contract out federal jobs to private businesses, as well as a plan to pay for some of the bill's increases by cutting unspent defense funds.

The same budget pressures that squeezed the spending bill forced Republicans to push another measure through Congress late Thursday that will raise the government's debt limit by $800 billion. That would bring to $2.23 trillion the total borrowing increases Bush has needed in his four years in the White House ? more than all the debt the country accumulated from its founding through 1986.

When Clinton was president the Republican controlled congress was able to reign in his spending. Democrats of course insist that Clinton was fiscally responsible, but due to the circumstances of his administration we will never know. The Republicans are at their best when they are an opposition party, they cannot be trusted with simultaneous control of all branches of government (the same could be said for the Democrats). This is why I look back at the days of gridlock with a certain fondness.

Coming from a seemingly devout Muslim, I find your assessment of a man of obvious moral depravity rather hypocritical. Clinton was a not a good president, though by comparison with George W. Bush he appears to have been not so bad. The last good president was probably Grover Cleveland, he is the last one that had any grasp of the principles of classical liberalism, which encompasses the ideals upon which the U.S. was founded.

Would your employer like you to be getting blow jobs on company time on company property? How would you look upon such behavior if you ran a business and instead of tending to their jobs all your employees were getting blow jobs? If a man is incapable of being faithful to his wife, do you think he would be concerned about being faithful to millions of people he has never met (the citizens of the U.S.)? Do you think that his oath to uphold and defend the Constitution can be taken seriously? The man is intemperate and demonstrated exceedingly bad judgement. Character matters, especially in a position of such great power.

The two cannot be compared, otherwise that means Presidents can't take vacations. If you honestly believe Bill Clinton getting a blow job hindered his job as President somehow, you're living in a world of fallacy.

Since you seem to have trouble understanding, I will repeat what I stated. The man is intemperate and demonstrated exceedingly bad judgement. Character matters, especially in a position of such great power. If you care to, please reply to the questions I pose below.

If a man is incapable of being faithful to his wife, do you think he would be concerned about being faithful to millions of people he has never met (the citizens of the U.S.)? Do you think that his oath to uphold and defend the Constitution can be taken seriously? I say that if you answer in the affirmative to either of the previous two questions, that you are hopelessly naive. This may partially explain your fervent belief in a mythology born in an age of ignorance.
