question on size? (pics)

I found these pics on a website and was wondering why the shrooms are so small?????? I mean the flush is nice and all, but the fruits overall are small :(

I was thinking maybe substrate, but this tray's substrate was almost 10 lbs of spawned manure... Low quality manure maybe???
