I saw this in the headlines and thought it was just messed up sounding. The CNN story, in case you don't believe me: http://www.cnn.com/2003/WORLD/meast/12/26/iran.quake/index.html. So like whenever I run into such disgrammer, I like to play a little game called "find the syntactic metaphor". Its not a populor game, probably because of the uncatchy name.
Anyhow, here goes my first two:
"won't possibly reach at most 20 kmh"
"will bring together furthest"
maybe I'm a dork but I'd like to see what metaphors others can come up with.
