Make sure your lid is sealed tight on your terrarium. It should reach near 100% if its sealed correctly. If that still doesn't do it, check into Rippers hummidification tek. It works quite well!

Purchase some weather stripping at a hardware store and apply it around the rim of your terarium. This makes it pretty much air tight. I'm assuming your terrarium is a plastic rectangular box w/ a plastic lid. 8 quarts seems a little small for a terrarium. What grow tek are you using?

It could be that your humidity gauge is not working properly - many cheaper ones (like mine!) cut out at high humidities. Check to see if you have condensation forming - if so your humidity is prob ok. A fish tank bubbler will increase humidity (also put a bubbler stone in the water for a bit more humidity) as will a simple spraying with water a few times a day.

Make sure you have the right level of water in your perlite. You want all of your perlite to be wet, but for the most humidity, you want only a very thin layer of water at the bottom. This allows for maximum surface area of the perlite exposed to the air.
