My Humidity Won't Go Any Higher

I can't get my humidity up to 95% in my new terrarium. I can get it to 90% which is still good, but I would like to be able to get it past 95% or at least figure out why it won't go that high. My hygrometer is accurate and has been at 95% humidity in a different terrarium. The lid on the terrarium fits on loose, so it isn't air tight. I keep misting more and more but it doesn't go up. I got 2 inches of perlite and 3/4ths of water. Could it be because of too much water? Or should I keep pouring water in until it goes up.
