The trick is to just go with the flow.
Take out a piece of white paper and pencil and just let your hand move. Don't try to make anything, but if something starts to look like something, go off of that.
I have been able to do some pretty cool surreal shit using this method. It might turn out to be more Abstrakt for you thow. Try to access your subcontious without trying to draw 'something'.
Just my 2 cents.

Murex is right, You really just have to clear your mind and let it flow out of you naturally, without actually trying to grasp it. and the more you work at it the better you will get.

I think you may find your creative ability as soon as you stop looking for it

Do you have trouble getting motivated to actually create stuff, rather than just think it?
Or do you just feel unable to do it?
I am a huge procrastinator. One tip I have is to always have like a sketchpad and a pen lying around. Not just lying around, though, but open to a blank page and all ready to be drawn on. Sometimes even pulling a sketchpad out from underneath a bunch of shit will seem too much for me.
Also, don't try so hard. Just relax... like someone else said, your inspiration isnt going ANYWHERES. it stays with you. If you're constantly trying to grasp it, then you're suffocating your creative potential.
All you gotta do is be alive. Go about your day... observe... be aware... try and look at things in different ways, and all of a sudden some cool idea or an image will pop into your head and then you just gotta go with it.
Let IT come to you, not vise versa.
I'm working on this myself...
it was also good advice to just start doodling. draw geometric figures.. you don't know it, but you have tons of visual associations with shapes. they will stimulate memories of objects and concepts of objects, etc, and before you know it you may be going off on some crazy tangent.
smoke a bowl and start drawing lots of circles.
just some ideas... good luck

haha my drawing in class are all like that.
i cant draw stuff and make it look right. So i just draw abstract shit....lines...shapes...whatever. Ill make them run together or just whatever. And just keep going and when i see something in the drawing i will start to stem shit off that.
So my shit ends up looking like a bunch of crazy looking thing all connected together and shit. And for some reason im always seeing alien faces and shit in there.

Every so often a vision will flash in my head (like it did last night around a campfire) and i drew the picture today and i love how it looks..
I think that's the system I'm gonna use. Wait till something stands out in a closed eye visual and capture it.

Truly finding and comprehending one's own unique creative process is as good as acheiving pure Genius. You say you want to create, of course you do. smoke a bowl and doodle, get some chalk and doodle outside for everybody, go outside and play in the dirt, paint rocks, make up a story to tell yourself, maybe tell it out loud, whatever... pay attention to what works(and why and how and when?....)

hehe, I delay my art a lot too. It's like I'm afraid that if I continue my drawing or painting it won't work out and it will be a big waste of time, though I'm almost always happy once I do get it done.
