sterilized or pasteurized? pasteurization is your best way to go but I have heard that sterilizing will also give good results but is more susceptible to contams.

honestly, I'm having a real hard time wrapping my mind around those ratios. can you give more specific values such as pints, quarts, etc? "parts" are not helping me to help you. edit: for example for 1quart of millet spawn I will use 3 quarts of horse dung. I pasteruize the dung. once that has colonized then I just use a mixture of 60/40 verm/coco (ala roadkill) for a casing. I'm considering adding crushed oystershell to act as a longterm buffer since the casing tends to get acidic around the 3rd flush.

either way will work but mixing is much more effective and produces more uniform colonization

that might be a bit rough on the mycelium and introduce contams (i don't really know, never tried it) I just put on arm-length gloves and clean the gloves with alcohol and do the mixing by hand.
