Turning mind inwards?

What does it mean? Mind inwards or outwards?
I've heard and read it, but never got what exactly it means.
Is it like when you turn mind inwards you are observing yourself,
when mind is outwards you observe surroundings and forget self?

You are observing your mind, your mind is observing whatever you thought you were observing before you realize that you were really just observing your mind. I guess if your mind is turned outwards, you're just thinking about your surroundings and all that. When your mind is turned inwards, you are observing your mind which is observing your mind observing your mind observing your mind... ect. I think LSD and deep meditation can take you there among other things, but I'm mostly talking out of my ass about this. Hope it helps though.
