I can whistle pretty much any tone instantly

It's easy. You flex/tense your lip muscles to create a tiny hole for air to escape.
By slightly adjusting the size of the hole smaller or larger alters the pitch.
The tongue sort of naturally goes into a pointed position like it is pointing at the back of your teeth, not touching the roof or the bottom.
Then blow some air.

I can whistle fine, but I could never figure out how to do an earpeircing whistle.

I can't very well, but I can get it out once in a while. My method is different from everyone who has posted so far, so it gives me the feeling that you just have to be able to "feel" when the air flows properly, and "feel" how to properly shift notes. To make the sound, I personally make a U with my tongue,(a facing forward U, one someone would read from looking at your face from the front, not the side) and position it so that the bottom tip of the U/ tip of my tongue is touching the bottom teeth/bottom gum horizontal seam. I change the position of my cheeks & move my jaw forward/back to change pitch. I can't explain anymore, it's kind of something you just get a feel for. For some reason, it comes easier to me if I'm whistling along to a song that is actually playing in front of me, as opposed to trying acapella. Sorry if this is tough to read, I'm just fucking MAAAAAAAAANGLED.

That's weird. I change the air pressure, and the position of my tongue to alter the pitch.

I wish playing an instrument was as easy as whistling. That's how I imagine it to be for musical prodigies. :rockman:
