I can whistle better when I suck air into my mouth, instead of blowing it out. I can still whistle by blowing air out, but it sounds half-assed

Just keep practicing with both.  I used to only be able to do it well whistling-in, but then I just sat there one day and whistled the saaaaaame note CONTINUOUSLY (in, out, in, out, in, out) until the quality of tone was about the same.

Off the top of my head, he does a nice little whistle solo in "Cataracts", and he whistles in a lot of his songs.

Weird, I can whistle really good as well and am also addicted to the dead.  Maybe deadheads are just inherently goof whistlers.

Dude, I used to never be able to whistle. It was so frustrating for me. When I was 16 I was determined to do it so I just kept trying every waking second of the day. Make sure you wet your lips. Just keep trying, for real. I went from not being able to whistle to being a f'n pro. That's right, a pro. People gave me tips but none of them helped, I just had to figure it out myself.
