How is this different from now? Every day people are getting away with theft, rape, murder, and other crimes.
The government itself get's away with these exact crimes too. I don't think this part of humanity has changed over time, it has progressed just like every other aspect.
A government is the body within an organization that has the authority to make and enforce rules, laws and regulations.
If one does not give authority to a government, would the governments laws apply? I would like to think not, but most governments assumes they have that power.
A government also cannot prevent a person's will, but if a person commits a crime and get's caught then the government is the one to punish that person. A government does not prevent a person from committing the crime, it is the will of that person.
