Yes, genetically engineer a virus to differentiate between civilians and military personnel 
The US government has been working on viruses that will differentiate between groups of people in certain areas, either by part of their DNA that is different, such as northern iraqis versus southern iraqis, or environmental triggers. If a portion of the population, that isn't in the military, gets vaccinated or exposed to a certain substance, this can be a block to the virus and anyone not exposed to this certain substance gets killed or disabled. You can look it up if you don't believe me. The US military claimed to have abandoned its biological weapons program after the tests they did on some islands showed how lethal and effective it could be, because they didn't want it to get into the wrong hands and they knew it easily could. They'd rather let people think bio weapons aren't very effective. They still produce biological weapons but they claim they're no longer stockpiling them and only creating them to find ways to counteract bio attacks from terrorists or other countries. But the fact is, by 2014, their viruses that target specific races or groups of people within a race that are differentiated by dna, geographic location/dna or environmental triggers, will be complete and have all the bugs worked out.
They may have it complete by now, we can't really say. But there are surely intelligent people out there that could use this same technology to prevent tyranny. And how easy do you think it is to infiltrate the military? You probably don't think it's easy to infiltrated the united states military if you're one of those cock-riding kow-towing dipshits, but the reality is united states military technology is constantly being stolen and leaked by various groups of people, particularly the chinese and many of the various thousands of street gang members that have joined the military for training and technology to steal.
A lot of the attacks in mexico by cartels are starting to be very sophisticated and making use of stolen US military technology
When you think of a street gang you probably don't think of them as being sophisticated, but a lot of them are because they've had that training and because they seek to be the best. So it's not hard to infiltrate. Any cult member, foreign spy, gang member or whatever, can do it. Even the NSA isn't very secure. Did you see the NSA guy on To catch a predator? These are the type of people we have in military and law enforcement. Sociopathic rapists and pedophiles, cold blooded killers. And they don't necessarily have to be very intelligent to infiltrate. The standards just aren't high.
