My first guess would probably be Marasmius. A spore print should settle things fairly quickly. Inocybe has dull brown spores, and I think you're probably going to get a white spore print from this mushroom.
Inocybe typically has a very fibrillose cap and dull brown gills and spores. Many Inocybes also have a strong odor, and the odors are important for identification. In any event, to identify Inocybes accurately you're going to have to use a microscope to examine the spores and cystidia.
If you want to find Inocybes you need to look for mostly small, gray to brown mushrooms which don't tend to stand out in the forest (or anywhere else). They are mycorrhizal, so you should find out the host species for the ones you want to find and spend your time searching under the right kind of trees.
The photos look like you cut the mushroom off near the base of the stem. You need to start digging up the base, because identification of many mushrooms requires looking at it.

Mr Mushrooms has it right. In this case, the host and the fungus are in a mutually beneficial symbiotic relationship.
