Smokers are to be denied operations on the NHS unless they give up cigarettes for at least four weeks beforehand



Doctors will police the rule by ordering patients to take a blood test to prove they have not been smoking.


The ruling, authorised by Health Secretary Patricia Hewitt, comes after medical research conclusively showed smokers take longer to recover from surgery.

It is thought that 500,000 smokers a year will be affected.

However patients' groups argue that the move is about the NHS saving money rather than improving patient care.

They claim that health trusts do not want to operate on smokers because they stay in hospital longer, blocking beds and costing more to treat.

The ruling applies to routine operations such as hip replacements and heart surgery for conditions that are not immediately life-threatening.

If smokers refuse to give up, they are still likely to be treated but may have to wait longer.

Leicester City Primary Care Trust will become the first health authority to introduce the "quit or wait" rule this summer. Other health trusts are consulting on the idea.

Rod Moore, the trust's assistant director of public health, said: "If people give up smoking prior to planned operations it will improve their recovery. It would reduce heart and lung complications and wounds would heal faster.

"Our purpose is not to deny patients access to operations but to see if the outcomes can be improved."

Patricia Hewitt has described the ruling as "a perfectly legitimate clinical decision".


Yesterday her spokesman explained: "Trusts commission surgery services based on their assessment of the needs of their local population and availability of service capacity.

What about drinkers, drug takers, people who eat too much and people who never exercise? Online forum"The provision and availability of a particular surgical intervention should be dependent on the clinical needs of the individual patient."

• The European Commission is considering a proposal to extend the forthcoming ban on smoking in enclosed public places to cover doorways.

Officials have been studying the Canadian province of Quebec, where smoking is banned within nine metres of the doorway into any healthcare-related building, school or social services building.

The experiment is thought to have shown positive health benefits.

A spokesman for the Department of Health said the Health Act 2006, which covers the July 1 ban, contains reserve powers to extend the law to outside areas. Sports stadia, bus shelters and train platforms are already classed as enclosed public spaces under the Act and it would not have to go back to Parliament to be extended to doorways.

I dropped this in the Shrillary thread before I saw it here because it went along with what I had been asking there for quite some time. Are you really sure you want health police, because that is what you're going to get?

Yea, I dont think the poor are going to be to happy about their free medicine and ER visits when they have to give up their cigarettes and meth.

for your analogy to make sense it would have to state:

No red meat for 1 month before heart surgery?
No working out on concrete for 1 month before a knee replacement?
No listening to loud music for 1 month prior to whatever treatment one would need to repair an eardrum?

Your argument is of a slippery slope variety, and a poor one at that.

For a free or drastically reduced price for an extremely expensive neck fusion, one must be forced to quit smoking for "gasp" 4 weeks prior to the fusion, and then through whatever time it takes to fully recover? i'd say thats more than a fair tradeoff.

Besides, it is true that smoking prolongs and sometimes has deleterious effects on the recovery from surgeries like spinal fusions and other procedures, causing the surgeon to have to redue the surgery.

Sounds like if the gov wants to exercise quality control measures when paying for your surgery by ensuring that they wont have to pay for a repeat procedure or that the money spent (OUR TAX DOLLARS) arent wasted b/c the procedure wasnt a success, I wont complain.

I have never seen anyone here in Scandinavia who have been refused treatment.
Friends and relatives all have good experiences with the universal health care.
Meds are regulated too (you pay ~$250/year at most).

But I can see how you wouldn't want to give more power to a shady government like the north-American.

This "new idea" of no smoking for a month before surgery is no different than the no eating before surgery.

If stopping smoking for 4 weeks before surgery makes the surgery easier (and cheaper) on the surgeon and the patient.......where is the problem?

Problem is the government is controlling it, not free markets. Its not a choice, its not something you talk about with your physician, its a requirement decided by the government.

It shouldn't be a choice or no one would do it!

I agree with this law because it does nothing but good. That and I hate cigs. I smoke them, and I absolutley despise them. I guess you have to be a smoker to feel me on that one.

This is an article about British health care.......not American.

British health care is run by the government.......isn't it?

Since it is a government sponsored system........where is the problem?

IMO people who smoke should pay higher insurance rates. I also think insurance rates should be reduced for living a healthy lifestyle. Get the Medical field to work with the Insurance field to solve some of the health care issues.


Let people do what they want with their body, adjust their health insurance rates based on a yearly physical exam by a Dr.
Just don't make me have to pay more for my insurance because of all the alcoholics that need a liver transplant, and smokers looking for a new lung.

Which is also an awful thing. This just shows why socialized medicine is so destructive to freedom. It gives the government reason to control peoples bodies.

I think you're making a mountain out of a mole hill.

I'm sure that if the health care system of Britain were a free market, this issue would still come up.....and poor people would still have to quit smoking for their surgery.........freedom comes w/a price $$$ my friend.
