I think OMR's point is that if you can replace "him" with "Tom" and make it work, you also have to be able to replace "Tom" with "him." You can't have it both ways.

Because "him" and a person's name are two different words. The difference between "him" and a person's name isn't the same as the difference between like, two different colors, for example.

I dunno, but "how dare him" is at least pretty common; and not much different than "how dare he". Don't try to compare it to "me went to the store" or anything like that.

Going by this "how dare he" logic, you'd also say:

"How dare he?" is correct. Look up modal auxiliary verbs or ask an English professor.
