"How dare him" is not grammatically correct, actually.

Because when considering proper grammar in an abridged sentence you must flesh out the full sentence.

Correct: How dare he log on to my account?

"they" is a generic term for either him or her.

Well, what the study of linguistics teaches us is that there are no "right" or "wrong" rules for language. Language, as an entity, doesn't exist. You have your English, I have mine, John Doe has his. But we all navigate around a common roadmap - our minds, as Chomsky is often wont to talk about, are roadmapped for language. Thus we agree on certain rules in the hopes of better communication.

And you just happen to think that those rules are wrong - that's your problem, not mine.

"him" is an indirect object pronoun, it requires a preposition. So if you wanna say how dare to him log on to my account and sound like a bumbling neanderthal, by all means, go ahead.
