in short, what karma ripens is not reflective of whether youre a good or a bad person essentially or anything like that; theres simply no such concept, so in what sense would one say someone deserves their fate? The first truth is the suffering as basic and universal fact of life, not that if you merely behave youll avoid it, so the suffering person is in no different 'position' ultimatelly..
And everyone has diverse unripened karma, you could have had comparable difficulty in that moment, and certainly will in the future. Its very specific, this and this caused that and that. So why would one not feel compassion for someone suffering, of course due to ripening of bad karma?
Also theres no sense of 'clearing' their karma in the act of assistance - multiple karma ripens in every moment, for it molds all our perceptions, our bodies, our experiences. Clearly the ripening of someone helping us in difficulty is not only bad karma ripening.
As to why would you care, well compassion is of greatest value itself, not in search of utilitarian justification. Also consequential of considering your 'self' merely a construct, and there not being any reason to put ones 'self' interest in front of interest of others.
