Glass jar with 2 lids

Dear Master shroom growers,

I'm puzzled about the 2 lids that come with 1/2 pint jars.

There's an outer, threaded lid, and an inner, rubbered lid. The inner lid just sits on the top lip of the jar.

Should I screw on both lids?
Also, should I punch holes through both lids, and then line up the holes when I introduce the spore syringe?
Or should I just use the outer lid?

I'm sorry if I'm sounding a bit vague, but I'm totally confused regarding the 2 lids.
